Try doing this:

1. Delete the white shortcut.
2. Go to the folder where your game is installed, and try creating a new shortcut from there. Just right-click on the game and select "Create shortcut".

If that doesn't work, verify the integrity of the game files in Steam. Go to your library, right-click on the game, properties, local files, and "Verify integrity of game files".
